§ 103D.711 — Engineer's Report

After a project is proposed, the engineer must prepare a detailed report with findings, recommendations, maps, and cost estimates. The report goes to the director and the board for advisory review within 30 days. If the report is unfavorable, the managers hold a hearing to decide whether to proceed or dismiss the petition.

The engineer’s report is the technical foundation for any watershed project. The director and board advisory reports are advisory only but provide independent review. If a soil survey is recommended, it must be completed before the final hearing. The final hearing cannot be scheduled until the advisory reports are filed or their deadline expires.
