§ 103D.901 — Assessments; Levies

This section governs how watershed districts collect project assessments. Managers file an assessment statement with county auditors, who then assess the amounts against benefited properties. In metropolitan districts, property owners get mailed notice with details about the assessment amount and prepayment options. Assessments cannot exceed benefits.

Practical Notes
In metro-area districts, you can prepay the entire assessment within 30 days without interest. After the first installment is on the tax rolls, you can still prepay before November 15 with interest to December 31. Damages must be paid to a property owner before the district enters the property for construction. Assessments can never exceed the benefits determined by the managers.
