§ 103I.501 — Licensing and Regulation of Wells and Borings

Plain-Language Summary

The Commissioner of Health is responsible for regulating and licensing activities related to wells and borings in Minnesota. This includes drilling, constructing, repairing, and sealing all types of wells, installing pumps, boring elevator shafts, and working on environmental wells and geothermal heat exchangers. The commissioner also examines and licenses well contractors, limited contractors, elevator boring contractors, environmental well contractors, and explorers who do exploratory boring.

Practical Notes
Anyone who drills, repairs, seals, or installs pumps in wells in Minnesota must be licensed by the state Department of Health. This licensing requirement applies to all well-related work, including geothermal systems and environmental monitoring wells. Unlicensed well work is a criminal offense under section 103I.715.
