§ 120B.125 — Planning for Students' Successful Transition to Postsecondary Education and Employment; Personal Learning Plans

Plain-Language Summary

This section requires school districts to help every student develop a personal learning plan by no later than grade 9. The plan must help students explore career and college interests, set goals with timelines, identify needed supports, and stay on track for graduation without needing college remediation. Plans must be reviewed and updated at least annually by the student, parent or guardian, and the school. Students with an IEP that meets these requirements do not need a separate plan.

Practical Notes
Schools must initiate personal learning plan development for all students by grade 9 — waiting until later grades creates legal and accountability risk. The plan must include career interest exploration, academic rigor goals, and information about financial aid. Students who do not meet academic standards on state assessments must be told that free public school is available to them until age 21. Districts may not require students to commit to a specific career path.
