§ 120B.302 — General Requirements; Test Design

Plain-Language Summary

This section governs how the state designs its academic assessments. The commissioner must develop computer-adaptive reading and math tests for grades 3-8, and aligned high school tests in reading and math. Science assessments are required in at least one grade in each grade band (3-5, 6-8, and 9-12), but students do not need a passing science score to graduate. The state must not develop statewide assessments for social studies, health, physical education, or the arts.

Practical Notes
The assessment design requirements in this section directly shape what tests Minnesota students take each year. School districts must use these state-designed assessments — they cannot substitute their own tests for state accountability purposes. Because high school science assessments are not required for graduation, students who perform poorly on them do not lose their diploma, though data is still collected and reported. High school math and reading assessments do connect to graduation and college-readiness benchmarks.
