§ 127A.40 — Manner of Payment of State Aids

Plain-Language Summary

This section sets out the process for paying state education aid to school districts. The commissioner sends a certificate to the commissioner of management and budget showing how much each district is owed. The commissioner of management and budget then issues payments directly to the districts with a copy of the certificate.

Practical Notes
State school aid flows through a two-step process: the education commissioner certifies the amounts, and the management and budget commissioner makes the actual payments. Districts receive both the payment and a copy of the certification explaining the amount. This creates a paper trail for the payments.
