§ 134.09 — Library Boards

Plain-Language Summary

When a city or county establishes a public library, the mayor (with council approval) or the county board must appoint a library board of 5, 7, or 9 members from local residents. Board members serve three-year terms on a rotating basis and cannot serve more than three consecutive three-year terms. Only one elected official can serve on the library board at a time. The mayor or county board can remove members for misconduct or neglect.

Practical Notes
Library board members in Minnesota serve staggered three-year terms and are limited to three consecutive terms. Only one city council member or county commissioner may serve on the board at any time. If your library board has been abolished, a new successor board must be established immediately by the governing body. Board members serve without compensation but may be reimbursed for travel expenses.
