§ 135A.043 — Resident Tuition

Plain-Language Summary

This law lets certain students pay in-state tuition rates at Minnesota public colleges even if they are not U.S. citizens. To qualify, a student must have attended a Minnesota high school for at least three years and graduated or earned a GED in the state. Students without legal immigration status must also register for selective service and apply for lawful status if a process exists.

Practical Notes
This is sometimes called a ‘Dream Act’ provision. It helps long-time Minnesota high school students pay in-state tuition regardless of immigration status. Students must meet all three requirements. The University of Minnesota is asked, but not required, to follow this rule.
