2025 Session Last amended: 1995 session

§ 14.06 — Required Rules

Plain-Language Summary

Every state agency must adopt formal rules that explain its procedures to the public. If someone asks, the agency must also turn its informal policies and past decisions into official rules, so the public knows what to expect. The Public Utilities Commission is exempt from the requirement to turn past decisions into rules.

Practical Notes
If a state agency is using informal policies or past decisions to make choices that affect you, you can ask the agency to adopt those policies as formal rules. This gives the public a chance to participate in the rulemaking process and makes the agency’s procedures transparent and predictable.
