§ 14.28 — Approval of Form
Plain-Language Summary
No rule can be filed with the Secretary of State or published in the State Register unless the Revisor of Statutes has certified that the rule is approved as to form. This applies to rules adopted without a public hearing.
14.28 APPROVAL OF FORM.
No rule shall be filed with the secretary of state or published in the State Register unless the revisor of statutes has certified that the rule is approved as to form.

Practical Notes
This is the same form-approval requirement as section 14.20, applied specifically to the no-hearing rulemaking process. The Revisor’s approval ensures consistent formatting of all rules.
