§ 144E.30 — Cooperation; Director Powers

Plain-Language Summary

This section gives the director of the Office of Emergency Medical Services broad powers to investigate EMS license holders and certified personnel. Licensees and certified workers must fully cooperate with investigations, including providing documents, answering questions, and appearing at hearings. The director can bring court actions for injunctions to stop violations in Hennepin County or the county where the violation occurred. The director also has subpoena power to compel witnesses and records when investigating a serious public health threat.

Practical Notes
EMTs, paramedics, and ambulance services being investigated by the director have a legal obligation to cooperate — failure to cooperate is itself a ground for disciplinary action under section 144E.28. Records obtained through the investigation process are treated as health data and are confidential while the investigation is active. The director’s ability to seek injunctions means that a court can order an unlicensed or dangerous ambulance service to immediately stop operating.
