§ 168A.02 — Application; Registration and Renewal

Plain-Language Summary

Every vehicle owner in Minnesota must apply for a certificate of title if no current Minnesota title exists for the vehicle. A vehicle cannot be registered or have its registration renewed unless a title has been issued or is in process. Manufactured homes also require a certificate of title, with a special notice that it describes a home rather than a motor vehicle.

Practical Notes
New vehicle owners — including those who buy from private sellers or bring vehicles from out of state — must apply for a Minnesota title before they can get license plates. Dealers holding vehicles for resale are an exception to the registration requirement. Failure to title a vehicle can prevent legal registration and create problems when selling.
