§ 169.46 — Hitching Behind Vehicle
Plain-Language Summary
It is illegal to hitch a ride by clinging to or attaching yourself to a moving vehicle. You also cannot tow a person on roller skates, a sled, or similar device behind a vehicle on a roadway.
169.46 HITCHING BEHIND VEHICLE.
No person shall hitch a toboggan, hand sled, bicycle, or other similar device onto any motor vehicle or streetcar while being used on a highway.

Practical Notes
Do not hold onto a moving car, truck, or other vehicle while on foot, on a skateboard, or on roller skates. Towing someone on a sled behind a car on a public road is illegal.
