2025 Session Last amended: 2009 session

§ 16B.05 — Delegation by Commissioner

Plain-Language Summary

The commissioner of administration can hand off duties to agency heads and their staff. Those people carry out the work in the commissioner's name. The commissioner can also allow the use of electronic signatures and digital approvals, which are treated as valid as handwritten signatures.

Practical Notes
This means state agencies can approve purchases, contracts, and other actions without always going through the commissioner personally. Electronic and digital signatures are legally valid for state business, which speeds up government operations. Copies of the delegated authority and instructions must be filed with both the commissioner of management and budget and the secretary of state.
