§ 177.255 — Payroll Card Accounts

Employers may pay employees using payroll cards instead of checks or direct deposit, but only if the employee agrees in writing. The employer must disclose all fees, and the employee must be able to withdraw their full pay for free. Employees can switch to a different payment method at any time. Inactivity fees and undisclosed fees are banned.

Practical Notes
You cannot be forced to accept payroll card payment as a condition of getting or keeping your job. If you use a payroll card, you must get at least one free withdrawal of your entire net pay each payday. Your employer cannot charge you fees to load your pay onto the card. If you want to switch to direct deposit or check, your employer must make the change within 14 days.
