§ 178.036 — Standards of Apprenticeship

Plain-Language Summary

This section sets the minimum standards that all registered apprenticeship programs must follow. Programs must include at least 144 hours of classroom instruction per year and at least 2,000 hours of on-the-job training. The law sets rules for apprentice-to-journeyworker ratios, starting wages as a percentage of journeyworker pay, and how to resolve disputes. Programs may measure apprenticeship completion by time worked, skills mastered, or a combination of both.

Practical Notes
Employers setting up apprenticeship programs must build these minimum requirements into their written program standards. The wage schedule requirement means apprentices must earn progressively higher pay as they gain skills, starting at a percentage of journeyworker wages. Apprentice-to-journeyworker ratios ensure apprentices receive proper supervision, especially in hazardous trades. Programs that do not meet these standards risk deregistration.
