§ 204C.19 — Counting Votes; Penalty

After polls close, election judges must immediately begin counting votes publicly at the polling place and continue until finished. No one except election judges may touch the ballots during counting. Precinct results cannot be released until all counts from that precinct are done, and the media cannot report precinct results before polls close statewide. Late absentee ballots may be added after initial reporting.

Practical Notes
Vote counting is a public process that happens at each polling place. Anyone can observe. Touching ballots during the count without authorization is a misdemeanor for both the person who touches them and any judge who allows it.
