§ 206.83 — Testing of Voting Systems

At least three days before an election, voting equipment must be tested using a set of pre-marked ballots to make sure votes are counted correctly. The test must be observed by at least two election judges from different parties and must be open to the public. Any errors must be fixed before the equipment can be used.

Practical Notes
Pre-election testing is a critical safeguard. The public, candidates, and press can watch the test. Test ballots include overvotes to verify the system rejects invalid ballots. Both the tabulator and any electronic ballot markers must be tested. If the test fails, the system cannot be used until it passes.
