§ 244.172 — Challenge Incarceration Program; Phases I to Iii

Plain-Language Summary

The challenge incarceration program has three phases. Phase I lasts at least six months in a correctional facility with intensive treatment, education, work, and restricted privileges. Phase II lasts at least six months under intensive supervision in the community with daily check-ins and drug testing. Phase III continues until the program is complete or the sentence expires, after which the offender is placed on supervised release.

Practical Notes
Phase I takes place at specific facilities: Willow River/Moose Lake, Togo, or Shakopee. During Phase II, offenders must report daily to a challenge incarceration agent and submit to random drug and alcohol testing. After completing all three phases, offenders transition to standard supervised release for the remainder of their sentence.
