§ 256M.60 — Duties of County Boards

County boards are responsible for managing and funding vulnerable children and adult services and must use available funds to meet those responsibilities. Counties can contract with human services boards, joint-powers organizations, or private organizations to deliver services. Counties may charge fees based on ability to pay, but cannot charge anyone whose household income is below the federal poverty level.

Practical Notes
If you receive county-funded social services, the county must have a contract or grant agreement in place with the provider. If your income is below the federal poverty level, you cannot be charged a fee for these services. County boards are ultimately responsible for service quality even when the actual services are delivered by contracted private organizations.
