§ 256R.10 — Allowed Costs

Plain-Language Summary

Only costs that are ordinary, necessary, and related to resident care can be used to set nursing facility payment rates. Costs must be what a careful business person would pay in the open market. Employer health insurance and workers' compensation costs are allowed under specific conditions.

Practical Notes
Costs from management inefficiency or unnecessary services are not allowed. For unionized facilities, wages and benefits are allowed only if they follow a collective bargaining agreement. Salaries must be paid within 30 days of the reporting period end. Health insurance is allowable for all employees, but spouse and dependent coverage requires the employee to work at least 30 hours per week.
