§ 256R.16 — Quality of Care

Plain-Language Summary

Each nursing facility gets a quality score based on quality indicators from resident data, resident satisfaction surveys, and state inspection results. If a cost report shows big cuts in direct care spending, the commissioner must notify the Department of Health.

Practical Notes
Quality scores can include up to 50 points for clinical quality indicators, 40 points for resident satisfaction, and 10 points for inspection results. The commissioner can update the scoring formula annually with five months’ advance public notice. These scores feed into the Minnesota Nursing Home Report Card and affect quality-based payment incentives.
