§ 268A.15 — Extended Employment Program

Plain-Language Summary

This section establishes Minnesota's extended employment program, which provides ongoing services to help people with severe disabilities and people with severe impairment to employment find and keep jobs. The program has two categories of participants and focuses on maintaining and advancing employment while promoting self-sufficiency. The commissioner certifies rehabilitation facilities, sets eligibility rules, and allocates state grant funds based on community economic conditions and facility performance.

Practical Notes
The extended employment program is separate from competitive employment programs — it provides long-term supported employment for people who face the greatest barriers to work. Funding for people with severe disabilities and people with severe impairment to employment is kept in separate pools with different eligibility criteria. Counties must consider placing welfare recipients with severe impairment to employment into this program as part of the move from welfare to work.
