§ 299A.13 — Additional Safety Requirements

Plain-Language Summary

Vehicles transporting wheelchair users must have seat belts approved by the commissioner. Electric wheelchairs must be turned off while the vehicle is moving. Vehicles must have lifts or ramps that meet federal standards. The driver is responsible for making sure wheelchairs are secured and seat belts fastened before driving.

Practical Notes
Drivers must secure wheelchairs and offer seat belts before moving. Seat belts must be fastened when the passenger requests it, cannot communicate, or when required for all passengers. An exception exists if fastening the belt would worsen a physical condition, but an alternative restraint must be used if available.
