§ 374.13 — To Advertise for Bids

After plans are approved, the commission advertises for sealed bids on construction. Contracts go to the most favorable responsible bidder, or all bids can be rejected. As an alternative, the commission may use a 'best value' process instead of lowest-bid selection.

Practical Notes
Contractors must submit sealed bids or proposals. If all bids are rejected, the commission can modify the plans and start the bidding process again. The best value alternative allows the commission to consider factors beyond just the lowest price. All awarded contracts still need city council and county board approval.
