§ 4.03 — Proclamations

The governor has the power to call the legislature into a special session by issuing a proclamation. The governor must also set aside one day each year as Thanksgiving. All official proclamations must be filed with the secretary of state.

Practical Notes
When the governor calls a special session, legislators must be told why they are meeting. State offices close on the proclaimed Thanksgiving day. These proclamations become official public records once filed with the secretary of state.
