§ 423A.022 — Police and Firefighter Retirement Supplemental State Aid

Plain-Language Summary

This section provides an additional $15.5 million annually in state aid to support police and firefighter retirement systems. About 58 percent goes to the PERA Police and Fire fund, about 35 percent goes to municipalities with volunteer firefighter relief associations, and about 6.5 percent goes to the State Patrol retirement fund. Municipalities receive their share if they qualify for fire state aid and do not exclusively employ career firefighters covered by PERA. The aid is paid on October 1 each year and continues until the funded status requirements are met.

Practical Notes
This section delivers significant annual state funding to shore up police and firefighter retirement security across Minnesota. Volunteer fire departments and their relief associations benefit from the municipal share, which is distributed based on the fire state aid formula. The termination provision—which stops some aid categories once pension funds are fully funded for three consecutive years—creates an incentive for pension funds to achieve and maintain full funding.
