§ 429.041 — Council Procedure

After ordering an improvement, the council must have plans and specifications prepared and advertise for bids if the cost exceeds certain thresholds. Contracts go to the lowest responsible bidder. Smaller projects can be done by day labor. The council must award the contract within one year of ordering the improvement.
