§ 477A.0124 — County Program Aid

Plain-Language Summary

This section sets up County Program Aid, which is money the state sends to counties each year. The aid is calculated using three components: county need aid (based on age-adjusted population, SNAP households, and crime data), county tax-base equalization aid (based on property wealth per resident), and county transition aid. Counties with older populations, more poverty, or less taxable property tend to receive more aid.

Practical Notes
County Program Aid is a major source of state funding for county services. Counties with lower property tax bases receive more equalization aid to help balance the tax burden across the state. The total appropriation is set in section 477A.03, and formulas are recalculated each year using the most recent available data certified by various state agencies.
