§ 10.44 — Budgets; How Treated

Plain-Language Summary

The budgets of the legislature, constitutional officers, and Minnesota courts must go through the same legislative review process as the budgets of executive agencies. These branches submit their budgets to the appropriate legislative committees for consideration, promoting fairness and oversight across all branches of state government. This ensures that courts and the legislature are accountable for their spending in the same way executive agencies are.

Practical Notes
This provision is significant for government accountability—no branch of state government can bypass legislative budget review. Citizens, journalists, and advocacy groups can follow legislative hearings to track proposed spending by courts, the legislature itself, and constitutional officers. Budget proposals are available as public information under section 10.45.
