§ 10.47 — Telephone Service; Oversight

Plain-Language Summary

Every government employee and official in all three branches of state government must report any evidence of phone service misuse to their chief officer, and to the legislative auditor when appropriate. The legislative auditor is responsible for investigating and reporting on phone service misuse by state officials and employees, and can refer cases to other authorities. This creates a government-wide system of oversight for long-distance phone costs.

Practical Notes
State workers who know of coworkers or supervisors misusing state phone accounts are required by law to report it—not just permitted to do so. The legislative auditor serves as the independent watchdog for these reports. Evidence found may be referred to law enforcement or other authorities for further action, so reporting misuse can have serious consequences for the person misusing phone service.
