2025 Session Last amended: 2023 session

§ 10.55 — Juneteenth

Plain-Language Summary

June 19 is designated as Juneteenth in Minnesota to mark the day in 1865 when the abolition of slavery was publicly announced in Texas, the last area to learn of emancipation. The governor must issue a proclamation each year honoring Juneteenth and recognizing African-Americans' contributions to Minnesota. Public schools may offer instruction and programs marking the occasion.

Practical Notes
Juneteenth is now a federal holiday as well as a Minnesota state observance. The governor is required—not just permitted—to issue an annual proclamation. Schools are encouraged to provide educational programming, and community celebrations of Juneteenth have grown significantly since the observance gained national attention in recent years.
