§ 103D.721 — Managers; Determining Benefits and Damages

Plain-Language Summary

As an alternative to using appraisers, managers can determine benefits and damages themselves with help from the engineer. They also decide the basic water management assessment amount. State-owned property follows special procedures and cannot be assessed until any required state permits are issued.

Practical Notes
This gives managers the option to determine benefits and damages themselves rather than appointing appraisers. The same rules for state property apply whether managers or appraisers determine benefits. The water management assessment portion covers the general water management costs of the project.
