§ 103D.815 — Controlling Contracts

Plain-Language Summary

Managers have full control over watershed district contracts. If a contractor does not finish on time or properly, managers can extend the deadline, cancel the contract, require the surety to complete the work, or take other action. All project expenses must be tracked, including engineer, appraiser, and attorney costs.

Practical Notes
The engineer oversees the contractor’s work under Chapter 103E rules, including approving payments. All costs, from engineering and appraisal fees to employee time, are charged to the project. If a contractor fails, the managers have several remedies, from extending time to canceling and rebidding.
