§ 103E.621 — Satisfying Liens

When a municipality (city or town) is within a drainage system's area, the municipality may be assessed for benefits to public streets, parks, and other municipal property. The assessment is a charge against the municipality.
103E.621 SATISFYING LIENS.
When a drainage lien with the accumulated interest is fully paid, the auditor shall issue a certificate of payment with the auditor’s official seal and record the certificate with the county recorder. The recorded certificate releases and discharges the drainage lien. The auditor may collect 25 cents for each description in the certificate. The auditor’s fee and the fee of the county recorder must be paid from the account for the drainage system.

Practical Notes
Cities and towns pay drainage assessments for their public property just like private property owners do. Municipal assessments cover benefits to streets, parks, and other public areas that drain better because of the system.
