§ 115B.245 — Statewide Drinking Water Contamination Mitigation Program

Plain-Language Summary

This section creates a statewide program to help communities deal with drinking water contaminated by hazardous substances. The commissioner can design and build projects or give grants for things like water treatment systems, new wells, sealing contaminated wells, and connecting to clean water sources. Two accounts fund the program: one from state bonds for public infrastructure and one from the general fund for both public and private projects.

Practical Notes
Cities, counties, and other political subdivisions can apply for grants from the bond-funded account. Private individuals and businesses can receive help from the general fund account. This program was enacted in 2025 to address statewide drinking water contamination issues. Any money recovered through lawsuits related to bond-funded projects goes toward paying off the bonds.
