§ 147.03 — Licensure by Endorsement; Reciprocity; Temporary Permit

Doctors already licensed in another state or Canada can get a Minnesota license through endorsement or reciprocity without starting from scratch. They must pass required exams, hold a current license, have a clean disciplinary record, and meet other qualifications. The board can issue a temporary permit so a doctor can start practicing while their full application is being reviewed: a standard temporary permit is nonrenewable and lasts until a decision is made or 90 days, whichever comes first. A separate exception permit, for an applicant who has not met certain exam requirements but otherwise qualifies, remains valid for six months.

Physicians moving to Minnesota from another state should apply for licensure by endorsement rather than going through the initial licensing process. A standard temporary permit (Subd. 2) is nonrenewable and lasts until the application is decided or 90 days, whichever comes first, and the board can revoke it if the physician becomes the subject of an investigation or disciplinary action. A separate exception permit (Subd. 3) for applicants who have not satisfied certain examination requirements but otherwise qualify is valid for six months.
