§ 15.0597 — Appointments to Multimember Agencies

Plain-Language Summary

This section sets up the open-appointments process for filling seats on Minnesota's multimember state agencies, such as boards, commissions, councils, task forces, and the Metropolitan Council. The secretary of state collects information about each agency, publishes the compiled data on its website each year on or about October 15, and posts vacancies so the public can apply or nominate others. Agency chairs must report a vacancy caused by an expiring term at least 45 days in advance, and other vacancies within 15 days, and an appointing authority generally cannot fill a position until at least five days after receiving the applications forwarded by the secretary. The section also covers self-nominations, required appointment notices and oaths of office, an annual report to the governor and legislature, and the possible transfer of administrative duties to another agency.

Practical Notes
If you want to serve on a state board or commission, you can apply directly through the secretary of state, who posts open seats and forwards applications to the official who makes the appointment. Agencies must publicly report their vacancies on set timelines (at least 45 days ahead for expiring terms, within 15 days for most other openings), and appointing authorities must announce appointments and cannot rush them through before reviewing the submitted applications.
