§ 16B.2406 — Capitol Area Building Account to Address Health, Life Safety, and Security Needs

Plain-Language Summary

This section creates a special account to pay for critical health, safety, and security repairs to old buildings in the Capitol complex built before 1940. The state can issue lease revenue bonds to fund the work. The money can be used for renovation and rehabilitation but not to completely demolish a building. The bond-issuing authority expired December 31, 2023.

Practical Notes
This law addressed urgent safety needs in aging Capitol complex buildings. The lease-purchase agreements are not considered state debt and can be canceled if the legislature does not appropriate funds. Tenants of affected buildings must approve the program plan before final plans are drawn up. An independent needs assessment is required before work begins.
