§ 245G.07 — Treatment Service

Plain-Language Summary

This section defines the treatment services a licensed substance use disorder program must or may offer to clients, all delivered according to the client's individual treatment plan. Required psychosocial services include counseling and psychoeducation, along with treatment coordination that connects clients to outside resources and supports; programs may also provide additional services (such as relationship counseling, living skills, and peer recovery support) and ancillary recovery support services. Each service must be delivered by a properly qualified provider, supportive activities alone (like transporting clients or collecting urinalysis samples) do not count as treatment, and the section sets rules for using guest speakers and for where services may be provided, including at a client's home, by telehealth, and at approved satellite locations. Some 2025 amendments to this section take effect July 1, 2026, or upon federal approval, whichever is later.

Practical Notes
Programs must deliver the required psychosocial treatment (counseling and psychoeducation) and treatment coordination per the individual treatment plan, and may add other services such as relationship counseling, living skills, peer recovery support, and ancillary recovery support. Each service requires a qualified provider, supportive activities alone (transportation, monitoring, urinalysis collection) are not treatment, guest speakers must be observed the entire time by the responsible alcohol and drug counselor, and services may occur at the licensed site, a client’s home, by telehealth, or at commissioner-approved satellite locations. Watch the effective-date notes: several 2025 amendments and the repeal of subdivision 2 take effect July 1, 2026, or upon federal approval, whichever is later.
