§ 142A.13 — Electronic Benefit Transfer Card

Plain-Language Summary

Cash benefits from programs like General Assistance and Minnesota Supplemental Aid must be loaded onto an EBT (Electronic Benefit Transfer) card. Cardholders cannot use EBT cards to buy tobacco or alcohol, cannot use cash benefits at ATMs outside of Minnesota and neighboring states, and cannot use them in liquor stores, casinos, or tattoo parlors.

Practical Notes
Important if you receive cash benefits on an EBT card – violating these purchase restrictions can result in being kicked off the program for one year or more.
