§ 3.855 — Employee Relations

Plain-Language Summary

The Legislative Coordinating Commission oversees state employee compensation plans and labor agreements. The commissioner of management and budget submits compensation plans and salaries to the commission chair, and a proposed plan takes effect upon submission. The commission also reviews the legislative auditor's compensation plan and monitors the state civil service and collective bargaining systems.

Practical Notes
Within 14 days after a collective bargaining agreement, memorandum of understanding, compensation plan, or interest arbitration award is implemented or received, the commissioner of management and budget must submit copies and biennial cost comparisons to the Legislative Coordinating Commission. A proposed salary or compensation plan is implemented upon its submission to the commission.
