§ 611A.212 — Programs for Sexual Assault Primary Prevention

This section directs the commissioner of public safety to award grants to statewide organizations so they can provide subgrants, support, resources, and technical assistance to sexual assault programs that deliver primary prevention services. The goal is to prevent the initial perpetration or victimization of sexual assault. Any public or private nonprofit agency may apply, and the commissioner may give preference to agencies already receiving a grant under section 611A.211. Grantees must comply with the commissioner's administrative rules, and "sexual assault" means a violation of sections 609.342 to 609.3453.

Practical Notes
This program funds upstream prevention work (stopping sexual assault before it occurs) rather than victim services, which are covered separately under section 611A.211. Grants flow through statewide organizations that then subgrant to local sexual assault prevention programs, and applicants already funded under 611A.211 may receive preference.
