§ 97A.441 — Licenses Issued Without Fee

Plain-Language Summary

This section lists the people who may get certain hunting and fishing licenses for free. No-fee fishing (angling or spearing) licenses are available to blind, disabled, and certain older Minnesota residents, to foreign exchange students, to wards of the state, to developmentally disabled residents, and to veterans with a 100 percent service-connected disability. Veterans with a 100 percent service-connected disability also qualify for free deer and small-game licenses, and owners or tenants of at least 80 acres of agricultural land may get one free antlerless-deer license per year in qualifying permit areas. The commissioner may also issue free licenses to take wild animals for wildlife disease control, and there is no charge for a duplicate of any license that was issued without a fee.

Practical Notes
A Minnesota driver’s license or ID card carrying the right disability designation works as proof to get these free licenses at agent locations. The 80-acre farmland deer license is limited to one person per property per year, is restricted to the permit area where the land sits, can be transferred to a spouse or dependent, and requires the landowner to allow public deer hunting on the land during the season except the first Saturday and Sunday. Someone helping a disabled angler licensed under subdivision 1, 4, or 5 does not need their own fishing license as long as no extra lines are in the water.
