§ 115A.46 — Regional and Local Solid Waste Management Plan; Requirements

Plain-Language Summary

This law sets out what must be in a county solid waste management plan. Plans must describe existing waste systems, estimate future disposal needs, set recycling and waste reduction goals, and include a 10-year plan for new facilities. Plans must be submitted to the commissioner for approval and updated at least every ten years.

Practical Notes
Once a county plan is approved, all public entities in the county must follow it for waste management activities. A county cannot delegate waste management responsibilities without setting up a funding mechanism. Plans must prioritize waste reduction, separation, and recycling over landfill disposal.
