§ 120B.11 — School District Process for Reviewing Curriculum, Instruction, and Student Achievement Goals; Striving for Comprehensive Achievement and Civic Readiness

Plain-Language Summary

This section requires every school district to adopt a long-term strategic plan for improving teaching, curriculum, and student achievement, with a focus on closing the academic achievement gap for all racial, ethnic, and income groups. Each school board must establish an advisory committee that includes teachers, parents, students, and community members, and each school must have a site team. Districts must hold annual public meetings to review student achievement goals and publish a report on their progress.

Practical Notes
This is one of the most important ongoing compliance obligations for Minnesota school districts. Failure to submit the required annual report to the commissioner results in the district being listed publicly as noncompliant. The commissioner can require districts that consistently fail to improve to spend up to two percent of their basic education revenue on specified improvement strategies. Parents and community members have guaranteed rights to participate in the advisory committee process.
