§ 134.34 — Regional Library Basic System Support Aid; Requirements

Plain-Language Summary

To qualify for state regional library basic system support aid, a regional library system must have at least three participating counties, and each city and county must meet a minimum funding threshold. The minimum contribution is the lesser of 0.82 percent of adjusted net tax capacity or a per capita amount (established at $7.62 in 1993 and adjusted annually). Cities cannot reduce library funding below the minimum level. Counties and cities that cut funding lose their portion of state aid.

Practical Notes
Counties and cities that participate in a regional public library system must meet the minimum local support threshold to keep their share of state aid. Reduce your library budget below the minimum and you lose state aid. The Department of Education certifies the required minimum each year. Cities already taxed by their county for library service do not have to separately meet this requirement.
