§ 142A.416 — Annual Appropriation

142A.416 ANNUAL APPROPRIATION.

All earnings from trust fund assets, all sums received under section 142A.415, and 60 percent of the amount collected under section 144.226, subdivision 3, are appropriated annually from the children’s trust fund for the prevention of child abuse to the commissioner of children, youth, and families to carry out sections 142A.41 to 142A.415.

Practical Notes

This automatic annual appropriation ensures the commissioner always has funding available to carry out the Children’s Trust Fund programs without needing separate legislative approval each year. The remaining 40% of birth certificate surcharge collections stays in the trust fund to help it grow toward the $20 million threshold.
