§ 142A.611 — Federal, State, and Local Shares

Plain-Language Summary

This section explains how the costs of Northstar Care for Children are shared among the federal government, the state, and local counties or tribes. Federal reimbursement comes through Title IV-E of the Social Security Act. The state pays a set share, and the financially responsible county or tribe pays the local share.

Practical Notes
The county or tribe that was financially responsible when the child was first placed in foster care remains responsible for the local share even after the child is adopted or placed with a relative custodian. Agencies must make every effort to establish a child’s eligibility for federal Title IV-E funding to maximize federal reimbursement.
