§ 142B.70 — Family Child Care Training Requirements

This section sets training requirements for family and group family child care license holders, second adult caregivers, substitutes, and helpers. License holders and second adult caregivers must complete initial training in child development, pediatric first aid, CPR, SUID and abusive head trauma prevention, car seat safety, and health and safety courses before caring for children, and must complete 16 hours of ongoing training each year. Substitutes who provide more than 500 hours per year have the same training requirements; those under 500 hours annually must complete at least one hour per year. Teen helpers must complete six hours of training within their first year.

Practical Notes
Family child care providers who relocate within Minnesota cannot be required by the new county to repeat orientation or new-provider training they already completed. Providers who briefly lapse or voluntarily cancel a license and reinstate within 12 months only need to complete annual ongoing training, not the full initial training package. New training requirements cannot be imposed until the commissioner makes them statewide accessible.
